Quick Answer
A 4-room resale renovation typically costs S$59,000 to S$85,500, about S$72,500 at the midpoint, before furniture. A 4-room new BTO flat averages S$41,500 to S$61,000. These are averages of 2026 published guides, not quotes. An interior designer may add a mark-up, and CPF suggests at least 10% extra for surprises.
The Useful Number: In the example, a 4-room resale renovation typically costs S$59,000 to S$85,500, or about S$72,500 at the midpoint, before furniture.
Why Do Renovation Quotes Vary So Much?
Published cost guides for the same flat can differ by tens of thousands of dollars. Scope and finishes explain most of it: a light refresh costs far less than new carpentry, flooring, kitchen and bathrooms. A resale flat also needs hacking, rewiring and plumbing that a bare new flat does not.
We read several 2026 guides from Qanvast, ShopBack and SmartCalculator.sg and average their ranges for each home type. These are market ranges, not quotes. Your contractor’s itemised quote decides the real cost.
What Does A 4-Room Resale Renovation Cost?
For a 4-room resale flat the average range is S$59,000 to S$85,500, with a midpoint of S$72,250. A 4-room new BTO flat averages S$41,500 to S$61,000, a midpoint of S$51,250. So resale adds about S$21,000 at the midpoint for hacking, rewiring and plumbing.
Hiring an interior designer adds a fee or mark-up. We use 10% as an editable placeholder because no published figure exists. On the example it adds about S$7,225. CPF suggests keeping at least 10% extra for surprises, which is S$7,225 here.

Should You Pay Cash Or Take A Renovation Loan?
Banks often cap a renovation loan at the lower of six times your monthly income or S$30,000, over one to five years at roughly 4% to 6% a year. That is bank practice, not an MAS rule, and banks quote flat rates that are about double the effective rate. Borrowing S$30,000 over five years at 5% costs S$566 a month and about S$3,970 in interest, so you would still need about S$42,250 in cash for the example.
Pay in stages as work is finished. A deposit of 10% on signing, 80% in progress payments and 10% after handover is a common pattern. Be wary of any deposit above half the cost.
What Should You Do Next?
Get at least three itemised quotes and compare them with the range. Then put the figure into the cash plan guide so the renovation sits next to your other payments, or pace it with a wedding in the Wedding + Reno + BTO guide.
